IOWA: Restaurants' health reports out in open

Kim Chandler said it is her job to be thorough with health inspections.
An environmental health specialist with the Johnson County Department of Public Health, much of her duties revolve around conducting health inspections of the 527 restaurants and other locales that serve food in Johnson County. With the Iowa food code as her guide, she looks at everything from how dishes are washed to how chemicals and food are stored.
"If people haven't opened a business before, they might (miss) the little things," Chandler said.
Although Chandler and other health inspectors do regular examinations of the restaurants and other establishments that serve food, a national advocacy group is pushing for even more transparency in how the public knows the restaurant is safe.
In Iowa, a revised food code that went into effect July , puts the health inspections out for all to see, according to Tricia Kitzmann, deputy director of the Johnson County Department of Public Health. While anyone can view a restaurant's inspection report online at the Web site of the Iowa Department of Inspections and Appeals, the revised food code requires all food service establishments to display their most recent report in a place where the public can easily view them.
"They'll be able to read the inspection itself," Kitzmann said. "Ours is going to be more detailed."
Other additions to the food code that recently went into effect include sending home employees who may be ill with norovirus or the "stomach flu." Restaurant workers also are no longer allowed to handle ready-to-eat food with their bare hands and must wear gloves while serving.
Chandler said they are rules that most restaurant operators can abide by, with most eateries in good shape "overall."
"Typically, if they don't run their kitchen and they're not good managers, they're eventually shut down," she said.
Scott Parshall, who opened Terrapin on Norcor Avenue in Coralville on Sept. 15, said he had no problems with the new requirements, including having to post the inspection in the public dining area.
"The overall concept is awesome," he said. "Everybody knows a little more, because it can get a little scary. If you're doing it right anyway, nothing's changed. People have the right to expect it to be safe. It's common sense enforced."

Some Billings area restaurants are being recognized for going above and beyond in their efforts to ensure food safety.
Riverstone Health and the Montana Department of Public Health and Human Services honored eight food service outlets on Thursday afternoon.
Fuddruckers, Perkins, I-HOP, three Pizza Huts, Vans State Avenue IGA and Highgate Senior Living were each given the Riverstone Health Food Safety Excellence Award.
Six of the eight businesses received the Montana Food Star Award for food safety measures, ranging from Employee Training to reducing the risk of cross-contamination.
Jim Carlson has been the executive chef at Highgate Senior Living since the facility opened more than five years ago, but has been working in the food industry for much of his life.
"Restaurants, I've been doing it for, well, better than half the life already. A good 25-30 years" said Carlson. "Something like that...I've lost count."
He admitted to running a tight ship, but says it's a must, especially with his clientele, "It's a clientele that are really prone to disease and illness. So, you have to be very careful. But you have to be careful wherever you're working".
"They're actually just giving you credit for the things that you are doing or should be doing in your kitchen already. It's a recognition for having the standards in place."
Chef Carlson and his kitchen are being recognized for cleanliness. But to him, it's all part of the job.

On October 1, 2008, the Montgomery County Health Department will make its inspection reports of food service establishments available for the public to view on-line.
Until now, a member of the public wishing to see a report had only two options: to visit the health department in person or to submit a written request for a copy to be sent to them via mail or fax - at a cost. Now the inspection reports of every food service establishment licensed in Montgomery County will be available to everyone at no charge on the health department's web page. The health department's web address is http://health.montcopa.org.
The website will provide inspection information for all of Montgomery County's food service establishments. Visitors to the health department's web page will be able to
search for a particular establishment or groups of establishments by name or municipality. Information can also be sorted alphabetically and by city.
Visitors will be able to view inspection reports dated from April 2008 and there after.
Viewing consists of routine inspection reports, follow-up inspection reports, and complaint inspection reports. There are over 4,000 eating and drinking establishments
in the inspection database. Results will be posted five days after an inspection occurs.
MCHD inspects most food service establishments in the County twice annually. Some examples of what an inspection consists of includes: observing food handling practices, proper sanitizing of equipment and utensils, temperature control of food items and the physical facility.
By posting these inspection reports on the web page, the health department anticipates a general improvement in resident's access to the reports.

Starting next Thursday night at six, NBC Augusta will bring you a weekly segment showcasing the highest and lowest restaurant inspection scores.
You might say it's a Restaurant Report Card and that's exactly what NBC Augusta is calling it.
It will be a way for you to see how your favorite restaurant faired on its routine inspection.
Keep in mind, the score is based on what inspectors found the day they visited the restaurant.
NBC Augusta's Ashley Campbell will be covering the restaurant report card each week.
NBC Augusta wanted to find out what goes into these inspections before we launch the segment.
Health inspectors in Richmond County break it down into what they call five-risk based factors that are aimed to keep restaurants clean and the food you eat safe.
Monday through Friday health inspectors across Georgia-Carolina visit restaurants to make sure they're following the rules.
"The food professionals know that's the key to avoid foodborne illnesses is by eliminating the five food factors," says Michael Allison with Richmond County Environmental Health.
Allison says the first factor is where restaurants get their food.
Allison says the supplier must be FDA approved.
Once it reaches the restaurant...it's all about preparation and storage.
Allison says all raw meat should avoid the "hot zone” which is any temperature between 41 and 100 degrees.
Another key to food safety is avoiding cross contamination.
"You don't want to cut raw chicken and then go over and cut your tomatoes and onions for your salad," says Allison.
Personal hygiene is also important when handling food.
It can knock four points off a food inspection report.
"In restaurants there's absolutely no bare hand contact with ready to eat foods and employees need to be washing their hands thoroughly,” says Allison.
And when cooking, restaurants should heat chicken and turkey to at least 165 degrees.
Steak should be cooked to at least 145 degrees.
Hamburger meat should be cooked to at least 155 degrees.
It's not just food, inspectors are looking at.
"We want to make sure pots and pans are cleaned properly, no dirt or grime... the equipment is clean because that all can contribute to foodborne illness,” said Allison.

The provincial agriculture department is close to getting restaurant inspection records online.
A spokeswoman for the department said the site would be up and running by early October, as staff has been working to iron out the last details.
Setting up the site, which will host restaurant inspection results for two years, will cost around $500,000, and the government will require one full-time staffer to run it.

Restaurant-inspection information is now being posted online by the city of El Paso Public Health Department.
Such information should have been available long ago, but, as they say, better late than never.
It's incredible that in the past this information was available only through the hassle of filing a public-records request. That didn't serve the interests of open government very well and failed the test of keeping the public in the loop.
People who go out to eat, whether it be once a month or 10 times a week, have a right to know how the restaurants they frequent fared in recent inspections and what their track records are over a period of time.
According to the Public Health Department's Web site, "Inspections conducted focus on safe food-handling practices."
That's exactly what people are relying on when they dine out and what restaurants should always seek to attain. People going to an eatery go with the expectation of cleanliness and safe food-handling practices.
This is an example of constituent-friendly government.
As David Sublasky, manager of the department's food inspection program, said, "We've had no real negative feedback. I think it's awesome and it works well. I think it's a great tool for anyone to review how their favorite eatery performs."

KINGMAN -- For the second time this month, the Mohave County Department of Public Health has closed a Kingman restaurant due to an insect infestation.
At 11 a.m. on Wednesday, ABC Buffet, 2890 E. Andy Devine Ave., was closed with an "Unacceptable" rating for critical violations found during a routine restaurant inspection.
On Tuesday, the inspector found live and dead cockroaches in all stages of development, as well as ants.
The restaurant cannot reopen until they correct the violations, according to public records obtained by the Miner.
The restaurant was still closed on Friday, when calls to the business went unanswered.

Five local restaurants failed their most recent health inspections, with problems ranging from roaches to very unsanitary hands.
Thai Village at the 6400 block of north Interstate 35, it failed its recent Austin/Travis County Health and Human Services inspection with a score of 65. Violations included roaches in the kitchen and rodent dropping in the cabinets. It was also cited for raw chicken and pork not held at the correct temperature.
On the required follow up inspection, Thai Village received a score of 93.
In South Austin, the New Mandarin Chinese Restaurant failed its health inspection with a score of 61. Problems included roaches in the kitchen, hallway
and restroom. It was also cited for ready-to-eat, potentially-hazardous foods held over 24 hours and employees not sanitizing their hands.
On the follow up inspection the New Madadrin Chinese Restaurant received a score of 86.
The Stop n Tote on East 5th Street failed with a score of 62. Violations cited included ants crawling on the kitchen floor, an employee handling tortillas and tacos without gloves and no hot water in the men's restroom.
On the required follow up inspection, Stop n Tote scored a 74.
Madam Mam's Noodles & More on Guadalupe failed with a score of 69. Problems include various soups, sauces, curry and tofu held at the wrong temperature. The health inspector also observed employees handling dirty dishes and then not washing their hands.

In Northwest Austin, the Asia Market on Spicewood Springs failed with a score of 60. The inspector observed an employee blow his nose in his hands and then not wash his hands before handling food. Michael Takahara, a health educator at UCSB’s Student Health, says that he was using the bathroom at Tugman State Park in Oregon this summer. Four guys came in, did their bathroom business and then left without washing their hands. At Valley of the Rogue and Humbug Mountain State Parks, 12 out of 21 gentlemen didn’t wash their hands after using the commode.
I started wondering, “How many people wash their hands after peeing and pooping?”
I asked my partner to report how many females washed their hands after nature called. In seven different restrooms, only one teenage girl didn’t wash her hands. All the other females at least turned on the faucet.
Are women more consistent hand washers than men?
Now, this wasn’t a scientific study; just my partner and I keeping tabs as we used the various campgrounds, rest stops and other public bathrooms. As critical thinkers you should not take my word for it. Check it out yourself the next time you use the john. How many people don’t wash their hands?
Perhaps you find it easy to discount my results as, “That’s Oregon. We’re Gauchos.”
But consider this: I work at Student Health. Recently, I noticed a couple of students did not wash their hands before leaving our bathrooms. Again, Student Health, a place where there are likely going to be sick people. Even with that knowledge, some don’t wash their hands here.

A park cafe has been closed while health officials investigate an outbreak of the potentially deadly E.coli food poisoning which has left six people needing hospital treatment.
All of those who have become ill had eaten at Millhouses Park Cafe in Sheffield and the premises have been closed voluntarily to allow an investigation by South Yorkshire Health Protection Unit to go ahead.
Four of the patients are under school age. Two of those with symptoms were admitted to hospital and one, an elderly patient, remains there.
Results of some tests, on food and the environment, at the cafe have come back with negative results but health officials are now awaiting the results on other tests of staff.
All six patients visited the cafe to eat independently on the same weekend during visits to the park and the cafe's owners agreed to stop trading to allow the investigation to proceed.
Dr Rosy McNaught, consultant in communicable disease control at the unit said: "We have to keep an open mind and think laterally about how people might have been exposed. We have to look very carefully."
That will involve re-interviewing all those involved to establish exactly what their movements were on the day they visited the park.
Other tests will check whether the E.coli was picked up from another source, such as public toilets or the boating lake.

An Indian restaurant on Manchester's “Curry Mile” has been fined £10,000 after health inspectors found kitchens in a filthy state.
The New Tabak restaurant, in Rusholme, pleaded guilty to breaches of the food hygiene regulations during a hearing before magistrates in Manchester.
The court heard that environmental health officers had visited the premises to find the bodies of dead mice among kitchen equipment and other serious breaches of the hygiene regulations
The restaurant was ordered to close for a deep clean before being allowed to open again.
However, another inspection some months later showed that conditions had once again deteriorated with further evidence of rodent infestation leading to possible food contamination.

CANYON COUNTY -- Southwest District Health’s Consumer Protection Program now posts food inspection results on the health district’s Web site.
“Historically, food inspection results have been made available for review by a public records request according to the Idaho Public Records Law,” David Loper, environmental health services director for Southwest District Health, said. “Since we have received numerous requests to post these results on our Web site, we are making this information more accessible.”
Officials said the food inspection information is based on seven categories used in the inspection process that may have a greater risk of causing foodborne illness including food source, cooking temperatures, time/temperature controls, cross contamination, personal hygiene, active managerial control and repeat violation.
“Because the food inspection report currently used by the food inspectors is a technical document and designed to streamline the inspection process, the original inspection sheet will not be posted,” Loper said. “However, copies of the actual inspection form can still be acquired by submitting a written public records request.”

BARNSTABLE — The Barnstable Board of Health's second annual online report card for restaurants, released Friday, graded a total of 199 food establishments. It gave 103 an A rating, 57 a B rating, 26 received a C, and 13 got a P, meaning "probation."
There are no Fs, explained Thomas McKean, Barnstable's health director. Restaurants with failing grades are immediately put on a type of probation and subjected to increased monitoring.
The list does not include restaurants that changed hands within the past 18 months. Inspectors were unable to visit all seasonal restaurants and those that are just open at night.
Barnstable's grading system, the first of its kind in Massachusetts, is based on three surprise inspections over the course of 18 months. Inspectors add up a set of state-defined criteria called "critical violations" and "non-critical violations" to arrive at a final score.
Critical violations include an infestation of insects or rodents, cooking or storing food at the wrong temperature, storing food next to toxic chemicals, and not having an easily accessible hand-washing sink.
Dust and debris on the floor, or a buildup of gunk on the main can opener would be considered noncritical violations, McKean said.
An A grade means the establishment received no critical violations and no more than three noncritical violations. A grade of B means there was one critical violation and less than four non-critical violations, or if no critical, four-to-six non-critical violations. A grade of C means two critical violations and less than four noncritical; or if no critical, seven-to-eight non-critical violations.
A P rating means probation and that the establishment requires monitoring because of a failure to meet minimum sanitation standards.
McKean said he knows of no other town on the Cape that rates restaurants and publishes the grades. Usually, a member of public would need to ask the restaurant owner, or go to town health departments to view a restaurant's inspection results.
McKean, who read about a similar method in California, and other staff, developed the system three years ago.
The Barnstable Health Department came out with the first list in February last year. It did not sit well with the food establishment community. Many restaurant owners called to complain they didn't get a fair grade, McKean said.
There were also a few business owners burning up the health agent's phone lines yesterday. But not as many, McKean said.
The public, however, appears to be hungry for the information.
"The response from the public has been nothing but positive," McKean said.
It may be making the local restaurants safer as well.
"I've noticed a lot of grades have gone up," he said. "I would say overall, there have been improvements."
Please note some corrections to the town's list: the Hyannisport Brewing Company, which has closed, and Il Maestro, which still needs one more inspection, should not be on the list. T.G.I. Friday's is listed twice. Ignore the second reference.

NATCHEZ -- Take any restaurant and within minutes the eye will inevitably find that familiar piece of paper on the wall — the restaurant rating.
Whether taped up to wall or hanging in a frame, these pieces of paper containing letter grades say a lot about a restaurant.
But sometimes the grade doesn’t exactly reflect the quality of food and the facility once you take closer look.
The A, B and C ratings health inspectors give to restaurants hinge on many things, but to get an A, an establishment must not to be found to have any violations.
And violations can be pretty simple things.
The Cock of the Walk has had a steady B rating over the past year under inspector Dorothy Matthews.
One line item that separated the restaurant’s rating from an A was the paddles they use to freeze water, Manager Erich Clark said.
The paddles are normally stored on shelves, but Matthews wanted them stored in buckets, Clark said.
The Malt Shop recently received a B also, and owner Gloria Neames said it’s the little things, too.
She said it could be as simple as a bottle of peroxide could be sitting on a counter and that could get points knocked off.
Once given a C, the restaurant must fix the problem within 10 days and then they are re-inspected.
If the facility still does not correct the problems, steps are taken to suspend the owner’s operational license.

The Erie County Department of Health is offering a free round of secondary Hepatitis A booster shots following a scare at a local Wegmans.
Hundreds of people got an initial vaccine in February after a produce employee at a Wegmans in Williamsville was diagnosed with Hepatitis A. Doctors say people who received the shots in February should get follow-up shots this weekend. Doctors say women who are pregant should not receive them.
Vaccines will be given by drive-through. Recipients will not have to leave their vehicles to receive their shots. The schedule for the vaccines, which will be distributed at the UB Center for Tomorrow at the intersection of Maple and Flint Roads in Amherst:

MILWAUKEE -- A family diner known for its soup, and great breakfasts, has some problems keeping things clean.
Star of Burleigh on 84th and Burleigh. When we stopped by with this restaurant's inspection report, the owner let us see the kitchen.
Inspectors found dirty and clean dishes being stored together. Gus Tsioutsias showed us the set up. He says the dirty dishes are always kept separate from the clean ones.
The grill was greasy and needed cleaning. Gus says, "We keep nice and clean we do ourselves every week."
No sanitizing solution set up - wiping cloths are supposed to be stored in that. The owner showed us he does now have the solution.
A meat slicer with old debris on it. The owner says it was just one little area, "we clean the machine all the time because if you don't it's going to be big problem."
Inspectors also found chemicals stored next to ready to eat foods under the soda machine. The owner says his restaurant is cleaned up and ready for re-inspection.

Dining Dangers: Consumer watchdog wants safety inspectors to post letter grades in restaurant windows

Those unappetizing scenes were among the potentially hazardous food-safety violations discovered by restaurant inspectors in Pittsburgh and unveiled in a new report by the Center for Science in the Public Interest.
But a spokesman for the Allegheny County Health Department, which conducts restaurant inspections across the county, said scoring systems such as letter grades were unfair.
"Our position is that it is difficult to reduce all the information from an inspection into a letter grade or numerical score that is a true picture of the establishment," the department's Guillermo Cole said. "At this point, we don't buy into that."
Mr. Cole said county inspectors close restaurants that "are not making adequate progress" fixing serious problems. The last mandatory closing was in July 2007 when the Cotton Club in the Hill District was shut down for operating without hot water and other uncorrected critical violations.
Mr. Cole said county health inspectors can post a yellow "Consumer Alert" decal for repeated, uncorrected critical food safety violations. Restaurants have 10 days to solve the problems or they could be shut down, he said.
Last year, three such alerts were issued among some 7,500 food facilities in the county, which includes establishments such as caterers, mobile vendors and grocery store deli counters. So far this year, there have been four alerts: at The New Oriental Wok in Lawrenceville; Plum Convenience Store in Plum; My Ngoc, Strip District; and Moby Fish and Chicken, Downtown. All four alerts have been lifted.
"We feel the current system does notify consumers whenever a restaurant may pose a significant health risk," Mr. Cole said.
ILLINOIS: La Salle County health inspection fee hikes reviewed

The second in a series of five scheduled annual increases in La Salle County health inspection fees was reviewed Thursday by the County Board's Development Committee for passage this year.
If approved, the fees would take effect Thursday, Jan. 1. That means businesses that paid before the end of the year could avoid the increase, Ted Pumo, the county's director of environmental health, told committee members.
The stepped increase schedule was set in motion last year to raise rates high enough to cover the costs of inspections.
Last year, County Board members debated whether the inspection program should continue to be subsidized from other county revenue. Some members called for immediately raising the rates to the break-even point, but most favored gradual increases.
Thursday, Tom Ganiere, D-Ottawa, questioned placing the entire financial burden on the restaurants and other establishments requiring inspections since the inspections benefit all residents.
The cost for a "category one" restaurant inspection requiring hours to complete is proposed to be increased from the $170 set last year to $220. By 2012 the rate is projected to be at $370.
At the bottom end of the scale, a health inspection for a temporary facility is projected to go from $55 to $70 and peak at $110 by 2012.
The sewage analysis fee is to go from $230 to $290 and rise to $470 by 2012.
The water analysis fee will remain at $100, as mandated by state law.
ONTARIO: Harper takes election cover under food inspection inquiry

Ottawa -- Prime Minister Stephen Harper is using the promise of a public inquiry to shield his government from allegations of a negligent Conservative attitude toward food inspection in Canada.
Preparing to call a federal election for Oct. 14, Harper announced plans this week for an inquiry during a campaign visit to Windsor. It will begin when the current crisis over tainted meat subsides, he said.
The news drew immediate accusations that he is attempting to deflect attention away from the Conservative food inspection record until the campaign is over.
So far, at least 13 people have died in a cross-country listeriosis outbreak linked to poison meats distributed by the Maple Leaf Foods plant in Toronto. Dozens more have fallen ill.
Hundreds of meat products have been recalled. Ivanhoe Cheese Inc. also announced this week that a number of cheese products from its plant in Madoc, Ont., are being recalled.
Behind the scenes
Harper's declaration of concern for the food supply stands in sharp contrast to what has been transpiring for months behind the scenes in Ottawa.
A cabinet document leaked to the media during the summer outlined a plan to shift from a "full-time presence" of veterinarians and inspectors at abattoirs in Canada to an "oversight role" that would allow the meat industry "to implement food safety control programs and to manage key risks."
As a result, Opposition Leader Stéphane Dion demanded the resignation of Agriculture Minister Gerry Ritz, accusing him of misleading Canadians about the safety of the food system.
Ritz confirmed that a revised inspection plan is in the works but he said it has not yet been implemented. He tried to brush off the leaked document, which indicated the scheme was approved at the cabinet level as far back as last November but delayed until a detailed implementation plan could be worked out with the Canadian Food Inspection Agency (CFIA).
The document was leaked by a CFIA employee, Luc Pomerleau, who forwarded a copy to his union. It outlined plans to privatize federal food safety inspection and product labelling. Pomerleau was fired by the CFIA for breaching security.
'Scapegoat'
The New Democratic Party has demanded that Pomerleau be reinstated. He was fired by the CFIA for gross misconduct and breaching security even though the document was not marked confidential.
“From a labour perspective, this is completely unacceptable,” said NDP Labour Critic Libby Davies, MP for Vancouver East. “If CFIA executives considered this document confidential, then this was a case of negligence on their part. Mr. Pomerleau shouldn’t have been made a scapegoat, and he should be reinstated immediately.”
“The real reason the CFIA over reacted is that the government fears the public’s reaction to its move towards privatizing food inspection and labeling,” added NDP Agriculture Critic Alex Atamanenko, MP for British Columbia Southern Interior.
“It’s disgraceful that the Conservatives are willing to jeopardize the health and safety of Canadians just to save a few dollars, and that they’re going to such extreme measures to hide this issue from the public.”
Liberal agricultural critic Wayne Easter dismissed the inquiry as a diversionary tactic, arguing that what needs to be examined most is the way the Conservatives have handled the outbreak.
Walkerton
The crisis is reminiscent of the poison water scandal that rocked Walkerton, Ont., in 2000. It was caused in part by government cutbacks and a deliberate weakening of provincial inspection and safety procedures adopted by another Conservative government - the Ontario regime of Premier Mike Harris. Seven people died at Walkerton and more than 2,000 cases of illness resulted.
Charlie Bagnato, the mayor of Walkerton, added his voice this week to the call for an inquiry, describing the listeria outbreak as "outrageous" and noting that Harper's cabinet includes some of the same ministers that were in the Harris government.
“There are currently three federal Conservative cabinet ministers shaping policy for the Harper government who also sat around the Mike Harris cabinet table when decisions were made to cut programs, privatize and regulate. They include Health Minister Tony Clement, Finance Minister Jim Flaherty and Environment Minister John Baird," he said.
“Governments should have learned from the mistakes that led to the tragedy in Walkerton. I am completely shocked that Mr. Harper has opted to make the same mistakes nationally that led to our disaster. Food security should never be placed on the chopping block in the name of cost cutting.”

CANADA: Daring to dine out

Municipalities do much, if not most, of the practical governing in Canada. They are the foot soldiers of public administration, essentially running the country run from the ground up.
So they pave the roads, plow them, collect and recycle refuse, provide sewage and clean water, operate transit, in some cases distribute electricity and conduct urban planning, among a long list of other important responsibilities.
That municipalities are under-funded is nothing new. This, and some of their own mismanagement, has created an infrastructure repair deficit and eroded such things as ambulance service and sewer systems.
Considering all that has been let slide, it's no surprise to learn that restaurant inspections have not met provincial frequency standards. Evidently the city simply doesn't have the troops in the field to conduct three inspections a year in high-risk restaurants, even if that's what the guidelines mandate.
What with our polluted rivers, revelations about some familiar restaurants are enough to earn Ottawa the reputation of being a dirty city. The Yangtze Dining Lounge, a landmark in Chinatown, was shut down in May owing to numerous food infractions and improper practices. No doubt this is disturbing stuff for local Dim Sum afficionados, though the good news is that health inspectors have since seen great improvements.
The Richmond Bakery, famous for its savoury desserts, had a complaint concerning rats and mould. Both problems have been resolved.
The popular Montana's Cookhouse Saloon on Baxter Road had no hot water for days in May. Just how do you operate a clean restaurant without hot water? An inspector has warned the restaurant that if it has no hot water in the future, there will be legal action.
Busy Teriyaki Plus on Bank Street did not have proper food temperature control. Handwashing was improper and a piece of food was found to have a high bacteria count.
In this context, the city's decision to hire seven more restaurant inspectors appears to be a necessary expense. Particularly encouraging is the decision to make inspection reports available online so that the dining public can access the results quickly.
Ultimately, the primary responsibility for food safety resides with restaurant owners and management. It's impractical and impossible for local governments to put the food police around every corner. This is about not just good health but good business. Tourism is an important part of Ottawa's economy, and it's in the interest of the restaurant industry to make sure it has the reputation of a local attraction, not a local hazard.
This is not sophisticated microbiology. Pre-schoolers know the value and the mechanics of handwashing, so it's bizarre staff at any restaurant would trip up over this. The city initiative of hiring more inspectors is a good one, but it's unfortunate staff at some notable kitchens need to be supervised like children.

The E. coli outbreak in Northeast Oklahoma has now sickened more than 200 people. As of Wednesday, The Oklahoma State Department of Public Health says 23 children are affected and a total of 27 people are currently hospitalized.
The Country Cottage Restaurant in Locust Grove is at the center of the investigation. It still remains closed for business. Many of the people who were treated at local hospitals reported eating at the restaurant in the last two weeks.
The owner of Odie’s BBQ in Locust Grove says business just isn’t the same. Odie Butler says he’s been cooking ribs since 1992 and hasn’t been hit this hard financially since September 11th.
Butler says most likely his customers are watching and waiting to see if an E.coli outbreak that killed one man and made hundreds sick is linked to more than just one restaurant. Health officials confirm many of those who got sick ate at the Country Cottage restaurant in Locust Grove. Odie Butler says since the E-coli scare all of Locust Grove has suffered.

The Iemma Government and local councils will conduct targeted inspections across Sydney restaurants, as part of a major crackdown on food outlets, Primary Industries Minister Ian Macdonald announced today.
The announcement comes eight weeks after the introduction of food safety laws empowering councils as food safety enforcers and new “name and shame” legislation allowing the NSW Food Authority to publish food law violations on its website.
Mr Macdonald said a joint taskforce between the Food Authority and local councils will be formed. “The blitz on Sydney restaurants is to ensure consumers are protected from getting a foodborne illness and to maintain Sydney’s great reputation for dining out,” Mr Macdonald said. “The crackdown on Sydney eateries will start in the near future, Food Authority and council officers will perform unannounced inspections over several months.
Mr Macdonald believes that the majority are meeting their food safety obligations but there are still some who flaunt food safety guidelines. “Most food outlets are doing the right thing, but those that are not will be forced to clean up their act,” he warned. “New food safety laws introduced by the Iemma Government that took full effect from 1 July give local councils more clout in cracking down on food outlets that don’t come up to scratch. Councils’ role in food regulation is clearer and better coordination with the Food Authority allows quicker responses to protect NSW consumers from eating at sub-standard food outlets.”
“Those food outlets that are found to be wanting and are issued with a penalty notice will see their details appear on the Food Authority’s ‘name and shame’ website for anyone to see,” Mr Macdonald advised before highlighting the popularity of the website.
“From today there are 183 offences in 32 NSW council areas listed on the Food Authority website and there were over 79,000 visitors to the website to August, which shows it is providing valuable information to the community,” he said.
